Evidently NEXTEL in conjunction with Then National Center for Missing & Exploited Children and Comlabs has developed a system where Nextel Customers can be notified of Amber Alerts. It is a pilot program but will be expanded.

Amber Plans that have been approved so far are;

  • Chalan Co
  • North Puget Sound (Skaget, Watcom, Island Co.)
  • Walla Walla Co
  • Kenewick PD
  • Stevens Co.
  • Columbia Co.
  • Clark Co.
  • Ellensburg PD
  • Thurston Co.
  • Yakima PD
  • Cheney PD

The Spokane County plan was discussed and is still a work in progress. Evidently they want to have the ability to send a local Amber Alert without having it go statewide. This is in conflict with the new State Plan.

A new copy of Tab 5 (Western Washington EAS Matrix) was passed out and looked over.

A new copy of Tab 6 (Eastern Washington EAS Matrix) was passed out and looked over.

Don Miller briefly discussed the September Monthly Test that is to coincide with the NWS Tsunami Alert for the West Coast. It will be coded as a RMT and be originated by NWS.

A special thanks to Mark Allen of WSAB. The front page of the WSAB Bulletin has an article announcing the New Amber Web Portal., an article "Has your EAS monitoring assignment changed", and an announcement of the date change for the Sept RMT.

The new FCC EAS NPR was discussed. Clay reported that SBE will be replying to the NPR. The question was do we want to respond as the Wash SECC? It was decided that this should be discussed on the re-mailer. Clay will be posting a possible outline of questions we may want to respond to.

Evidently there is a EAS Roundtable to be held in conjunction with the Electronics Expo. The date of the Expo is Sept. 28 & 29 while the EAS roundtable is scheduled for the 27th of Sept. The feeling of most was that attendance would be very limited because there is nothing else scheduled for that date and nobody would want to come to the Expo a day early just for the EAS Roundtable. Clay will check this out with SBE and get back to us. Clay is looking for a leader for this event, as he will be out of town.

Tab 10 (Washington Monitory Assignments) was discussed. Evidently there is difficulty deciding proper assignments, where the studios for some stations are miles from the City of License.

Tab 14 (Block Diagram of the National Distribution) was passed out and approved. The new diagram has the Nation Public Radio link added.

Tab 17 (EAS event codes)was passed out and discussed. It was decided to do a bit of editing on this list to reflect responsibly for the codes and which agency would be issuing them.

Kris McGowan reported that she has been chasing interference complaints caused by Radio Shack TV antennas and associated amplifiers. Several stations that did not respond to our inquiries for monitoring information were checked out and seem to be doing fine with their EAS equipment and monitoring. She found one Cable TV system that has not been paying attention to EAS logs and did not investigate why they did not receive a monthly test for several months.
